Surely you put an offer in for a player and then the two clubs negotiate and agree on a fee... then you talk to the player about personal terms...not the other way around...
Apparently it's more like we bid, everton said no, arteta heard and asked for the move, Everton resigned to losing the player, personal terms not going to be much of an issue.
