No way he would turn them down.

Reports in Spain that he turned down the Real Madrid job because of loyalty to Arsenal, Wenger told Madrid he would not be able to cope with coming up against Arsenal in Europa League knock out stages in 2019. A source confirmed "It has come as a major disappointment to several senior Galacticos who were looking forward to bumper contracts and downing tools"
