The corrupt officiating peaked following Rileys appointment. He hated Wenger (and Arsenal) after Wenger got off with the alleged tunnel incident at Sunderland, way back when. An EFL official I know stated Wenger was guilty, but no evidence was available. At least the clubs stick together on that one...
