ok so if home ip addresses change all time how can you tell whos who ie in the case above if someones got multiple usernames?

i was under the impression every time you logged off (disconnected) internet, with broadband the ip addressed changed when you logged back on, obviously this isnt the case with work internet as the servers always on?
