The 6 foot Brazil international cost Betis €8.9m in January, when he put pen to paper on a three and a half year deal after signing from Real Zaragosa.
The future looked bright at Betis until they were relegated to the Segunda División on the final day of the Liga season.
Now Betis owner Manuel Ruiz de Lopera will be forced to sell his best players and the 29-year-old Oliveira looks set to join Arsenal if a transfer fee can be agreed.

Lescott, is tall, good in the air, good in both boxes and can play left back or center back. He was the highest goalscoring defender in the league last season.
Hangeland has had 1 good season and plays for fulham. If hangeland was to play for us IMO he would turn out to be another tall, turns like a bus phillipe senderos. Playing in the champions league against eto,rooney,etc he would be lost.
At least playing for everton lescott plays at a higher level and has had a few england call ups. As for making 2-3 mistakes a game i dont see them. Yes he got caught for dwogbas goal yesterday and he did have a poor start to the season like the whole everton team did but looking at last season and most of this season he has been 1 of the best in the league.
He would be my number 1 choice and i would be happy if wenger spent all our budget on him say £15 mil and then sold greedy bollocks and used that money to buy a decent CM like alonso, which would leave us with eduardo,arshavin,walcott,bendnter,rvp as forward options

Arsenal Football Club may make a cheeky bid for Ryan Babel this summer.
The Dutch international has failed to set the Premier League alight since clinching an £11.5million transfer from Ajax to Liverpool in the summer of 2007.
Babel made 27 Premier League appearances for the Reds this season, but tellingly, 25 of these came from the bench after Rafael Benitez left him out of the starting line-up.
Aston Villa and Tottenham Hotspur have already been linked with the 22-year-old, but reports are now suggesting Arsene Wenger is set to enter the race should the player become available.
