Gazidis is there primarily as a commercial manager, and the chief administrative manager of the staff.
For sure he is involved in the legalities and negotiations of transfers, but unless I am missing something major, he does not decide upon transfer targets. That is up to Wenger and the scouting team.
Gazidis has worked in football for years, but he is not a "Football Man" in terms of his input to the playing side of the club.
I believe that of our current and recent directors, only David Dein and Richard Carr have had any practical input in terms of the actual playing side of the club.
In that way, he is just like hundreds of the 450 or so permanent employees of the club, who are in administrative or hospitality positions.
I would go so far as to say I do not want him too involved with the composition of the squad. Instead I want him to concentrate on negotiating the best commercial deals in 2014 when some are up for renewal, and of course liaising with Wenger and Dick Law over the negotiations for player transfers.
Your theory might be true, it is plausible, but perhaps such a bonus system exists at all top clubs?
In the interests of eliminating any possibility Gazidis tweaks the budget to augment his bonus, I would be happy to see his bonus linked to team performance only.
