A VPN can also gives you an added layer of security. If you use Private Internet Access for example, they don't keep any connection logs so there is no record of what you're connected to. All your ISP will see is that you are connected to a server in another country, there is no way they can tell where your final destination is connected. Something you definitely won't get with a free service.
PIA have proved this in US courts when compelled by the FBI to hand over thier user logs in a few prosecutions.

I haven't used chrome extension VPNs before so I don't know for certain. I would imagine it is permanently on. An easy way to check is do a Google search for What's My IP Address and it will tell you where it thinks you are.
There should also be an On/Off switch somewhere in the extension on your toolbar.
