Identical except Anderlecht seem to have been overlooked when it comes to insufficient organisation.
I think this just confirms what a lot of us already suspected, UEFA have a vendetta against either Arsenal FC or English clubs. Or and this is more likely anything to do with English football in general.

They wouldn't even bother fining clubs for flare incidents in Europa League qualifiers etc. It's just they can milk clubs like Arsenal and the money will find its way into greedy pockets.
