Clinton's economy was far brilliant than any other Presidents. He had the tech boom to thank - the rapid building of internet infrastructure, but he managed the budget to deliver a surplus. Its not something he inherited. The surplus didnt happen to well into his second term - so it was something he was working toward.
No one is perfect. But Presidents can only be judged against each other, and not some gold standard where every bit of hindsight is used against them (Rwanda for example).
