Arsenal are also understood to be in talks with Werder Bremen to sign German international Per Mertesacker, but the 8-2 thrashing at the hands of Manchester United have persuaded Wenger he needs to carry out a complete overhaul of his defence.
That means Samba is back on his radar and Arsenal will hope to a bid is accepted today with the 27-year-old travelling down to London on Wednesday to complete the move.
Samba has the sort of raw defensive qualities Arsenal have lacked in recent years, particularly in the air and the Congo international has vast experience of English football during five years at Blackburn Rovers.
He is also a threat at set-pieces and Arsenal hope they will be able to push the deal through for around £7m.
Blackburn had lined up Sunderland centre-back Titus Bramble as a replacement for Samba, although the former England Under-21 international is unlikely to accept an offer as he wants to fight for his place on Wearside

Just out of curiousity do the medicals have to happen in london ? Santos is presumably in turkey and if a deal is agreed for mertesacker he is currently in germany so how would we get medicals done ?
Low has said a few mins ago that mertesacker has been excused from their training camp today but is expected back tonight so that would surely give us fcuk all time to get him over to london to do a medical ?

According to informed rumours in twitter Mertesacker was on a plane from Dusseldorf at about 11 this morning so chances are he's already over here.
