I haven't seen much of him at all so this is 99% based on cynicism but he's just one of a host of young Ligue 1 players that gets linked with a move to England or Italy every window - he's now 25 and still at a mid-table club in a piss-poor league. The fact that he'd be going to Cardiff if Spurs hadn't swooped in speaks volumes.
Spurs don't need more squad players - they've got plenty of depth in terms of average players. They need to sign players that are going to be stand out and make a real difference. Tbh we're the same - we could do with some cover at CB and RB and some GK competition but in the grand scheme of things £8-12m squad players will make minimal impact over the course of a season.
