Wenger has actually lost the plot. Nasri told him in June he wanted to leave and would not sign a new contract. Cesc leaving has been on the cards for ages yet he has still not made a major signings, nor spent any of his original £50m budget and made a profit in the transfer window again.
Apparently he pulled out of the M'Vila deal as Rennes wanted to much money, we need the players and everybody knows have alot available so they will want more, just pay the money! If you want to sign clubs best players on the final day of the window you are going to have to pay a premium on top of the normal fee!
All of this should have been sorted by the end of July, not August 31st.

If you look at the things that Nasri has said i think you'd place the blame at the Board's door rather than Wenger:
