Coming from a Cypriot background where national service is still in force, from what I understand, national service is dependant on your father's origin of birth not your origin of birth. e.g. in my example I was on the draft list for the Cypriot national service, although i was born in the UK, which would've meant had national service still been compulsary in GB I would have been excluded from the GB draft list. With so many different ethnic varieties in GB now it would have to take into consideration their religious beliefs as well. The communities that you mention were established in this country pre WW2 and would have integrated into British society with more understanding than the ethnic groups who arrived in late '60's and '70's. Some of whom have not been able to integrate at all, IMO.

It would be for all people born in the country or living in this country, perhaps age 18 - 19, perhaps it is needed much earlier age 14 - 15?
Exclusions would be foreign students and diplomats' families.
