Agree it seems ridiculously lenient but it doesn't mean he's going to be out in 21 years. The differences between criminal justice systems ultimately boil down to how fair and progressive they want to appear in cases like these, a bloke who has murdered scores of people is never going to be released on rehabilitative grounds in a criminal justice system with a shred of impartiality.
