What makes this more likely is the point about trying to appease fans that want as many English players as possible in the team.

Not necessarily Cesc although knowing Wenger that would be most likely, i'd be very surprised if Wenger wasn't getting a bit sick of AA. Joe Cole is a poor mans Fabregas. He can do what he does very well, but he can't replace Cesc.
