Radford is missing the point. When tickets go on general sale, ANYONE can buy the tickets.

Let me explain
There is obviously a huge demand from Arsenal fans for the tickets and if Birmingham fail to sell out, Birmingham will put certain restriction on the general sale period. Such restrictions are prior purchase history with BCFC or some sort of registration on their official website up to a certain cut off date. So if BCFC and the FA / Wembley are of the opinion that Arsenal fans might be able to get hold of tickets in Birmingham section (thus leading to crowd trouble maybe), they may put these restriction on the GS period. Therefore, not anyone can buy during that period.
As I regularly attend the Championship play off game at Wembley I have experienced this issue
