Wellington Boot was a nobody & Campbell played for (then) nobody, so they had to be loaned out. If we present the FA with a strong case; demonstrating that he will be a first-team player, then we won't have any problems.
As long as he has been playing regularly for his previous teams in Europe then we'll get him, even if it means an appeal.

The FA doesn't issue the permit it is the government. It is all part of these immigration laws you all want tightening!
On one of the papers it said the FA advise the Home Office on such work permits. If the FA believe the player is of such a level that he enhances the game in England they recommend granting permit. Not being an international may be a stumbling block in that case. Arsene could explain that by saying "he was a little jaded for the World Cup " or that "he was a little short"
They can just do what Chelsea did when signing Willian, by saying would have played more games had he not been Brazilian, and therefore competing against better players. Then again someone might point out David Luiz plays for Brazil in that position

He has also complained about the work permit issues complicating any potential deal.......maybe if he hadn't bought so much foreign crap (wellington, santos, denilson, Campbell etc) in the past, the regulations wouldn't be as tight as they are

Although it does seem crazy that skilled individuals who are moving for vast fees to earn vast wages and contribute massive amounts in terms of taxes whilst imposing a relatively minuscule burden on public services encounter such difficulties in getting a work permit (considering immigration figures), football already has preferential status compared to other sports under immigration laws.
Wenger made a huge deal of personally attending a hearing for Ryo Myaichi's work permit hearing and arguing what a tremendously valuable player he would become... And he has done the square root of fuck all for us (and never will). Whilst I don't state Wenger's influence on immigration policy as highly as Augie it rather undermines his complaining.

Not really, a player with 5 years left on his contract might cost £10m whereas theyd sell him for £6m if he was in his final year; the cost there is to do with the value of the player to the club financially and nothing to do with ability. You might get a class Brazilian footballer for £9m with 1 year left and a worse one with 5 years could be valued at 10m, the work permit (assuming no caps etc) would go to the worse player as a matter of course under this new system whereas the good player might be turned down. Wenger's right, it sounds stupid.
Equally a player with huge potential in Portugal would naturally cost more than a similarly talented player in the Slovenian league, if the club has done its scouting right and decided theyre as good as each other you could again find the one in portugal valued at 10m who would get a work permit where the one in slovenia might be available for 5m and wouldnt, its crazy (obviously im referring to non EU players in these leagues)
A good friend of mine who watches the Spanish league closely and whos opinion I trust described Gabriel Paulista as a raw talent. He also said he is a bit error prone but definitely has the capabilities to play for Arsenal but you wouldnt want him to slot straight in and play every week just yet. He has the potential to be superb.
Sounds like a decent signing on the face of it but to be honest we need someone who can just slot in straight away. Especially considering this guy has never played in the Premier League before and is likely to have to play every game he is fit for with our injury record!
Arsene doing Diamond Club Q&A now has just said that Paulista deal virtually done, then tried to backtrack after giving too much away

i havent really seen much of him but maybe seems a little bit like Kos when he was new to us. And I think most of us can agree that Kos has been a really good signing despite sometimes giving away dumb pens.
