I can't really see many world class talents clambering to play with the likes of Fellani, Valencia, Carrick, Welbeck, etc.
I think most top footballers would rather ply their trade with Ozil, Walcott, Cazorla, Ramsey, etc.

Remember the window will be closed for Wenger anyway until after he finishes commentator duties at the World Cup (13 July).
