Colorado Rapids player banned for 9 games

Rapids player Mullan was banned for 9 additional games and fined 5,000 for a tackle in a game with Seattle which broke a players leg. It doesnt look that bad a tackle in full speed but the slow mo makes it look terrible. Is this the only way to stop these tackles. Imagine if Shawcross was banned for nine games you could imagine the media backlash
