Deliberate handballs are a mandatory caution! and deliberation is the movement of the arm towards the ball which affects the trajectory of the ball, normally in and around the Penalty Area.

Other hand balls really come under ball to hand, where it can affect play, and the action was not deliberate, but is still a free kick.

Where an accidental handball occurs and does not affect any outcome, a simple play on is in order....

If he releases it, it is "in play" so theoretically he shouldn't be allowed to bounce it and pick it up again.

I do remember that incident and to be honest the decision was incorrect and I shall try to explain why...

The Law as it stands is that once a Goalkeeper places the ball on the ground and touches the ball with his foot then the ball is in play and should the GK pick the ball up again (usually when the forward is bearing down on him) then play is stopped and an IFK is awarded to the forward.
Bit like a twice played ball...
So the GK can bounce the ball, but once he has played the ball (with feet), he cannot pick it up again...

As they are Loanees they in effect represent the clubs they are loaned too and they will bear the cost/points.
So this should not affect Arsenal.
But as they would be banned for +3 games, the ban would apply on the individuals and they would not be allowed to play or coach football with ANY club at ANY level for that period...
