Deadline day Arshavin saga

I maybe wrong but I thought the player loan window is open a week longer than the transfer window
thats only for the championship and lower leagues, not the premier league

Asked if he is now an Arsenal player, Arshavin said: "I think so. The negotiations came to a close and there will be details [on Tuesday].

"Now I can say only one thing - that if I play for Arsenal, it will be at number 23."
Quote off the Skysports website, doesnt seem to good does it?
