I think the real point here, which hasn't been mentioned thus far, is the disgraceful fact that 10,000 tickets are made available for neutral fans who just happen to fancy watching the Champions League final.
Being their live when your club plays in the CL final is probably one of the greatest moments you can achieve as a fan. It should be UEFA's priority to ensure that an extra 5,000 from each set of clubs are afforded this opportunity.
Just think, that if we do get to the final this year, 5,000 Gooners will miss out because of this crazy policy.
And as this thread has proved, the tickets will most likely end up in the hands of folks who are simply going to tout them once their club has been eliminated.

All tickets should be prioritised as such
Staff and family of clubs - say about 500- 1000 to each club.
FIFA Officials - at most 1000!
Media - say 1000 also.
Sponsors - 1000 max.
The rest should be for fans of both clubs.
No local tickets should be available, irrelevancy that there are 10,000 for sale.
Perhaps at a push a few local schools get some comps, but that is it.

Agreed.
Unfortunately it's done for all the major competitions, World Cup, Champions League, even the FA Cup final! I'd guess about half those 10,000 will end up in the hands of touts.

Don't think anyone will make a killing touting these tickets this year. The application process is very diferent. I was luckt enough to get a ticket through this path for our final in 06 and all I did when I applied was give credit card details. No passport numbers or anything else.
Gonna be hard to sell on a ticket at a crunty rate to a manc or mouser if they need your passport number to get in. In Paris no ID's were checked, they just looked at the ticket.
Of course it all depends on the Italians and how well they organise the stadium (or not).
Footnote; I was offered €1000 for my ticket outside the ground and a mate of mine was about to buy a female Gooner's spare for €500 when they were overheard by another Gooner who immediately offered her a Grand. Some other Gooner's joined in and she eventually let it go for €2000.
My mate nearly puked.
