The rich bastards can just top up the turnover as they have been for the past 6 years in Chelsea's case. It is known as a "loan from Directors" and it is completely legal and above board in the corporate world. If the mega-rich director never asks for the loan to be repaid, the company (or football club) can carry on regardless of their turnover.
All the while Abramovich / Mansour are prepared to bank-roll their clubs, they can live as if they are Man U and Real Madrid rolled into one.
Plus - FIFA / UEFA would like to ban clubs from the Champions or Europa League but they would never be able to do so as those clubs would retain the very best lawyers to run straight to the European Courts and calim that this is a breach of free trade. Basically the same type of argument that Marc Bosman and the de Boer brothers made - and won.
