If the ref didnt blow for the tackle why was it a free kick to hull?

there was a second tackle (and a foul) afterwards, a bit futher backon the pitch. it wasn't for the Sol challenge.

I'm watching it on Fox on the tv out here and I'm loving the punditry! However, I wouldn't go as far as to say he's pro-Arsenal, it's just that he's unbiased but based on what we're used to, it seems like he's pro-Arsenal! Definitely feels like a breath of fresh air.
