Because players are now coming from all corners (and gutters) of the world, there's simply less loyalty involved.
There's not even been any testimonials recently (Bergkamp in 2006 and Keown in 2004 were the most recent, I believe), so there's no chance of smashing the 722 barrier.
I remember back in the late 90's / early 00's, testimonials seemed a montly occurance. Smith, Dixon, Seaman, Adams (twice!), Merson and Winterburn all had them around that time.
I think the closest we have now is RVP. He'd need to remain until 2014, which isn't entirely out of the question, but I wouldn't bank on it.
