Dortmund game - Ticket Exchange?

Help me out guys and girls. How does Ticket Exchange work?
I'm looking for two tickets for the Dortmund game. My understanding was that only Sold Out games go to Ticket Exchange (if there are ST holders who are looking to sell obviously).
But there's no mention of Ticket Exchange on Arsenal.com for Dortmund?

Any ideas?

Champions League games don't go on ticket exchange I believe.
