Man City - Again, already have a number 10 type player in Aguero, they would be more likely to sign a finisher

Liverpool - Suarez is a better player but poor finisher, they'd probably not need another number 10 as again, they're desperate for a finisher.

And other clubs will be very wary of his terrible injury problems.
