Lots of questions about deals, conflicting stories, scraps of evidence.
Mertesacker and Benayoun seemed like last minute panic buys, but both players said that their deals had been discussed for a while prior to being signed.
Certainly rumours that Sir Chips ordered Wenger to buy a big name, but also rumours of how Wenger phoned Ozil and spoke to him in German for ages explaining his proposed role at the club should he sign and how keen Wenger personally was to sign him.
Then there was Arshavin....rumoured that Gazidis signed him to make a statement as he was new in the job.
I do not doubt that Dein would, or Gazidis or Rowley could, come to Wenger and recommend a player.
And that they could contact a player's agent before Wenger gets involved near the end of the deal to talk to the player himself (such as when he took Ramsey's family out to dinner to persuade him to sign for us and not Man Utd), but would a control freak like Wenger really let signings be made over his head without his consent or knowledge?

But I would pose the same question this way....
Would a manager like Wenger happily earning upwards of 6 million pa to fail to win a single thing jeopardise that by making an issue of a signing being made without his consent or knowledge?
Especially after Gazidis had earlier somewhat committed to spend big in June by saying Wenger had loadsa money to spend. Season ticket waiting lists ever-decreasing. Media waking up to Wengers "record"............
I believe the board had to do something after Wenger failed in the Rooney, Higuain and Suarez deals.

I reckon Wenger was pressurised to sign a marquee player. Hence Higuain, Suarez. I dont for a minute believe he wanted to sign either of these two so he had no problems doing his usual low-ball bids and dithering.
Ozil I reckon came at the last minute when these deals were dead and the board had to step in.

There is another thing to consider.
Apart from last summer 2012 when we signed three players early on then did little else, we have usually had a set pattern of spending.
Bring in one player early on to boost season ticket sales (though this summer that was Sanogo!) then sign players in the last 10 days of the summer window.
This could well be to save money on wages, and in this instance I reckon is probably dictated by the board rather than Wenger.
Whilst I think Wenger is very concerned with managing levels of debt and not being on "Financial steroids", I do not think that a few weeks wages would upset him if it meant he could increase his chance of winning a match, ensuring a player could join the squad prior to pre-season training, so as to be integrated and get his fitness correct before the first competitive game.
Wenger has the final say in how the money is spent, but the board give him the amount of the yearly budget and since the Graham bung incidents, I think the board have to sign off on purchases rather than the manager being allowed access to the bank account, but I could be wrong?

Well he can stay now. At the moment I'm well pleased but that coudl change depending on the Chelsea result.
For those still keen to see him go I expect Moyes will be available around mid January.
Poor Managerial decisions so far:
Moyes to United and buying Fellaini
Chelsea letting Lukaka go on loan
Master strokes
Rogers being able to retain Suarez
Wenger getting Ozil and the most out of Ramsey and almost everyone else so far.
