There is no way I would say that Leeds are bigger than Spurs.
As an Arsenal fan, I don't have a problem and never have had a problem admitting Spurs are a big club. As long as we acknowledge they will always be inferior to us and that we are far bigger, I don't see any need to pretend they are not one of the biggest clubs in England.
In fact it makes it funnier and more enjoyable that they have gone so long without a title if they are a big club. Because that is failure on a huge scale.
And who wants a small club as their rivals? For the rivalry to really mean something, I think your rivals have to be a decent size club and have a large following. Compare the Arsenal and Spurs rivalry to Chelsea's pitiful rivalry with Fulham or QPR.

leeds have been in the European cup final and the semi's twice. Spuds have never made it past the 2nd knock out round.

I am no fan of either club, but Spurs are a bigger club in almost every sense.
Leeds might have won one more league than Spurs, but Spurs have done a double when it meant something and won a lot more trophies in total.
Not just trophies highlight a "big" club, but I bet Spurs are more well known worldwide simply through their more high profile players of late.
Spurs have silverware from 1901 onwards.
Leeds did not win a trophy of note until 1968.
Spurs have been relegated before, but have been a top flight team for 35 years.
They have been a yo-yo club through their history, but their spells in the second flight were much briefer than their spells in the top flight.
Leeds have been out of the top flight for nine seasons and have always been a yo-yo club through their history, with longer spells in the second flight than Spurs.
Spurs had a title winning team early fifties, a double winning team early sixties, and a cup winning team early eighties.
Leeds basically had a golden era late sixties to early seventies, and a revival with a league win in the early nineties.
