A Biblical recounting of Civil Service plan implementation procedure;
In the Beginning was the Plan.
And then came the assumptions.
And the assumptions were without form.
And the plan was without substance.
And darkness was on the face of the Clerical Officers.
And the Clerical Officers spoke among themselves saying, "This is a crock of shit and it stinks".
And the Clerical officers went unto their Executive Officers and said, "It is a pail of dung and we can't live with the smell".
And the EOs went unto their Higher Executive Officers saying, "It is a container of excrement and it is very strong such that none may abide it"
And the HEOs went unto their Assistant Principals and said, "It is a vessel of fertiliser and none may abide its strength".
And the APs went to the Principal Officers saying unto them, "It contains that which aids plant growth and it is very strong".
And the Principal Officers went unto their Asst Secretaries saying unto them, "It promotes growth and it is very powerful".
And the Asst Secretaries spoke unto the Board of Directors saying, "This new plan will actively encourage growth and vigour in the Department, with very powerful effects".
And the Board of Directors looked upon the Plan and saw that it was good.
And the Plan became policy.
