The answer is... the fans don't want to wear replica shirts. I read an interview once, when the president of an Italian club was saying how they would love to sell replica shirts to their fans, like we do in England, because it's a potentially huge revenue stream for them... but, unfortuantely, the Italian fans have never really been into wearing replica shirts. Instead, favouring flags, scarves, and hats.
