i think wenger has realised that he cant count on rosicky to feature in the majority of games so take him out of the equation. ramsey would be playing CM rather than out on the wings, and simpson would play up front and not in the midfield.
this would leave nasri, cesc, theo and arshavin as our regular attackers. theo obviously isnt ready enough to play all games in a season and so it is feasible to manage those players in a rotation system.
also you may point to other wingers such as wilshere and vela, but i highly doubt he would pick them to start more than 5 premierleague games, if even that. plus vela may be pushed up front.

It is also possible that Rosicky might retire, or be sold when he reaches a semblance of fitness.
Next season we will have a lot of attacking midfielders/second strikers.
Not all on the list can play as second striker, some are central some are wide, but all can play in an offensive role in midfield.
Someone will surely leave?

Simpson (right wing or up front)

Denilson (more of an all round midfielder than attacking, but can play an attacking role from midfield)
Gibbs (usually left back but can play left midfield)
Eboue (right full back or right midfield)
Vela (left wing or up front)
Then there are the youngsters who might push for places
Jay Emmanuel-Thomas
Rui Fonte
Fran Merida
Barazite
Botelho (left back who can play left midfield)
Vela is just a striker......having him on the wing is a waste.....take him off that list
I think Cesc would have been more likely to leave had we not signed an iconic player like Arshavin.
Remember when he cam through the ranks we still had DB10, TH14, PV4, so I think he will see this as a good step for us and that hopefully he can achieve better things by staying.
I really hope not, but it is a possibility. If I were Tommy R however, I'd be more than a little uncomfortable right now.
Hopefully by the end of the next close season we will have found/developed at least one competent defensive midfielder to give balance to a team/squad loaded with attacking talent.

You never know Which of us would have said Flamini would have emerged as such a driving force in our midfield last season? He had looked a much better left back than CM before that.
