I think its similar to the american visa system, you can't work in qatar without a kafeel and the you can't leave the country without the kafeel's permission.

I for one am happy that Qatar have won the bid because most of my family leave in Bahrain, so its going to be cheap as chips for me to watch a World Cup which is what has restricted me until now. There will be a bridge from Bahrain to Qatar in the near future which makes it even more accessible.

All these scare tactics people are banding about are bullshit, its going to be much worse in Russia I can assure you.
