Going on your description, that sounds like a foul. It's considered in the 'keepers possession when getting ready to kick it.

But if the GK let's go of the ball to kick it out (as in he throws it up in the air to hump it downfield) - The ball is deemed to be 'in play' and providing the oppo player doesn't foul him - then the goal should stand.
