Rumours are that Manure have bid for Shaw and Liverpool have bid for Lallana. Surely this breaking the rules as the window doesn't open until after the world cup?

Matic played far less for Chelsea in his first spell than Vela did for Arsenal. Magic's departure was a combination of having better players and the player needing to play. Extreme example I know (law student habit, sorry) but of course you have to look at previous because what happens sets precedent. Look at Gervinho, good reputation when he came(all be it older than Vela), didn't make it at Arsenal and now doing rather well for Roma - do I want him back? No.
The English league doesn't suit some players and Vela is one of them players.
What if Vela goes to Citeh or Chelsea (he has a 25m release clause) and becomes a superstar for them? We're gonna look like mugs.
What if he came back and he reproduced the same level of performances which we saw in his first spell? We will also look like mugs.
There are bigger and better strikers attainable, we need to look higher than Vela.

We need 5 signings
1. Back up goalie, decent money options Marshall(Cardiff),Speroni,....we'll go for the cheap silly option,Schmeichel's kid who is on a free
2.Back up CB Caulker(Cardiff),Lescott(Shitty),, the cheapest option is probably Hangeland(Fulham)
3.Defensive CM Schneiderln(Saints),Bender(Leverkusen),Barry(Shitty),Tiote,(he's French and Ashley will aways listen to offers),Alonso(Madrid)
4 & 5 Two strikers, Giroud back up + 1 more. The options for this are plentiful with our money but with ou tight fisted mentality, it boils down to us getting Remy(not much different to Giroud if you ask me) and Campbell or Vela coming back up.
There is a 6th most important signing to be made this summer by the board, let's hope that happens as no new signings or old signings will make a blind bit of difference.
