Not to back up USMartin here, but if you really think that mate you're crackers ! There's no way any new manager will be coming in and spending 40M on players. And if you say well they'd have to or they wouldn't come, then they won't be coming in anytime soon !
Have you heard the things Ivan Gazdis says ? Promoting, developing, retaining and rewarding talent. Spedning money on the current squad as opposed to spening money bringing in talent.
I would say the whole "project" is the club's policy. Not soley Arsene's and not soley the board's. I think they all agree that is the way Arsenal should be run. I'd get used to it if I were you because I don't see it changing.
I think when they moved to the emirates, they intention WAS to spend more on players to move us to the top of the tree. Then Man City came along and blew all the fees out of the water. 40M for Adebayor and Toure ? 22M on Lescott..LESCOT FFS 22M !!!!!!!!! So we maybe had to adapt our policy and try and keep hold of and develop talent as oppose to spend to bring in ? Is it better to try and develop Johan D, or spend 15M on Cahill ?
Now, I am not saying I agree with it. This is just my take on why it's happening.
